I think your talking about Flex Seal, I don't think it's for that, it holds up with water pressure, but I don't think it's for outside weather that you want it for.

I wouldn't use it for anything. There are similar name brand products at the home centers that are cheaper and really do work. I bought a Dow Chemical product at Home Depot for $6.99 a can.

yes, but it will wear off more quickly than a good epoxy brush on paint, you wash steps down with vinegar to etch the surface of the stone to make the epoxy paint bond to the stone
Try epoxy

also rent a sandblaster to remove the old paint from the stone so you have a clean surface to work from, the peeling is probably from many repaints.
