Is it between the glass sections?

If so there is most likely a small hole or

crack in the window. You will need to replace

not the entire window but just the top

or bottom section of damaged window.

this usually has to be done professionally

or if lucky u can swap out one panne for a new pane if ure model is still available.

There is no way to fix it other than replacing the window. The seal keeping both panes sealed has broken and moisture has gotten in there.

on older, Older houses the double pane windows are separately attached, one pane inside, the other is screwed/bolted to the outside and there is a space in between, and it does get dirt and things trapped inside. The outer glass can be removed for cleaning the inner sides of the glass, but the glass is heavy and depending on the size takes at least 2 people. I know because I have cleaned one at my husbands office which is a converted house. Then you have to put it back, which is a little harder than removing. If you have a new house, then you want to replace the glass.

Replace the window is the only way I know of if the seal has blown.

If you mean between the two panes then probably the seal between the panes is leaking allowing condensation to form. No fix for this, only replacement of the sealed glass.

If the glass is foggy or spotted or dirty looking. This means the seal of the glass is broke. But the upside of that , is if your windows can be removed. There are places that do replace the glass and the seal of the window.
