just about ant time.. they are not to picky. i've split some in the spring, and in the fall. all have grown.
You can do it anytime, but in the spring you can do it when they are just coming up and not damage the leaves that would be in the way right now. It is also getting close to cold weather and the roots may not have a chance to come back before the ground freezes.

however they are very resilient so you can almost anytime of the year.
Spring
Hostas are extremely easy to divide. I always did it in the fall before frost kills back the leaves. That way they will start anew in the spring in their new spot.
