There may be a scald prevention setting on a valve that is not set correctly. There may also be some kind of buildup in the pipes. Do you get hot water in the kitchen?

We just went through this with our new shower, the problem was in the valve of the water on/off dial. There is an anti-scald device in there which prevents hot water coming out, only lukewarm at best. That would be the first place to look.
Call in a plumber? You could have furred up pipe or tap!
