Yes, They say not to because of the materials in the blocks but I have a raised garden that I have grown both veggies and flowers in for about 20 years. Trick is good dirt, mulch and watering. Same as any garden.
Yes you can, some people feel it is not safe for edibles though. Choice is yours.
No reason why not, just make sure you line it with a barrier and make sure there are drainage holes in it under the rocks or stones you put in for drainage. No need to have the blocks at the bottom, only the outside walls. I would put rebar through the holes well into the ground to make sure they all stay in place with the pressure the soil and water will put on it to make sure the blocks don't move.

My friend used cinder blocks for her garden, just put weed fabric underneath, to keep out weeds. She planted her onion set in the holes in the blocks, and that is a good place to plant stawberries too... keeps the fruit up out of the dirt.... it would probably work for radishes and carrots too.
