Depends on the orchid. Some bloom twice a year, some only once a year. You should be soaking well once a week in water, but allowing it to drain. Do not leave roots in water. It will rot them. Feed during it's growing season with 1 teaspoon of fish emulsion to 1 pint water. I soak mine well then feed. Yes, it will pour out the holes, but some has collected in the root system. It should also be in a bright window. Right now I have one sprig orchid and one corsage orchid that are preparing to bloom (they are 2x yr bloomers), the others will not start to shoot out until Feb.
