You are better off replacing it. They have really inexpensive carpet tiles now that you can do yourself.
If fixing a unit for rental, rip out and replace - 14 years is way past life expectancy. If living in the unit, call in the pros, not that expensive.
If you're the one living in the unit, I'd get a shampooer from any grocery store and first clean with hot water and vinegar. Then use shampoo and finish up with another bath of hot water and vinegar.
If it is worth salvaging, rent a Rug Doctor machine (our Dollar General has them). Using the Rug Doctor cleaner, you may get the carpet looking like new!
