Looks like a bunch of different size pipe cut and welded together making the baluster section . Nice looking I have to say.
If you looking to make you stair case different that would do it . Make sure it goes wit the rest of your decor so it doesn't look out of place.
You could pull your wall decor in to it by making the same design out of PVC pipe cut to sizes like that and framing it on a wall . Paint it a different color .
You could also make that design to put pictures in it and frame it with a plexi glass on the front. Just leave the smaller circles empty or put special little things in those holes . Maybe something a child or family member who's picture you placed in the frame gave you or made even beads or something like that
