Go with the rubber band idea. I think it would stop it from falling forward.
Put a rubber band or a hair scrunchie on the shower head in from of the bath caddy.

Try interlocking some thick rubber bands together, wind them around your shower head and use another to loop tie them it off. That should prevent your caddy from slipping.
