We had the same problem after our remodel and needed to seal up leaks left by sloppy contractors.
We purchased about $20-25 of supplies from the big box hardware store.
Foil hvac tape...a peel off backing metallic tape ( not duct tape) and some Frost king sheet insulation in a plastic bag that we foil taped around a large duct.
I cant exactly understand your situation but the metallic tapes seal up gaps quite nicely. You might want to consider this as a possibility.

Pictures? are you talking about the heating duct pipes aren't taped with metal tape? or aren't properly supported under the joists?

Did you receive a one year home warranty when you purchased the property? If so - use it, this is what it is for. What about the home inspection report prior to purchase? This is clearly visible and should have been tested and reported. If it were me, before attempting any repair, I would bring it to the attention of your realtor and the sellers realtor. I would also go after the home inspector too. Hire a real estate attorney if need be. Then photograph every angle for documentation. Depending on the outcome, hire a licensed HVAC professional to make necessary repairs. Check contractors with your state Contractors License Board. Here is what the California site looks like. What a LOUSY job! 11+ years in HVAC never seen anything like it. I'd fire the "technician" on the spot. I agree with Vimarhonor. The foil tape will seal large gaps. For seams you can use a paint on duct sealer. First and second picture you can use some cardboard to cover the openings and foil tape. Third picture hammer the metal to shape around the joist and any that look like that and foil tape.

Then you can use duct wrap to insulate the duct.
