Use a hanger with clips.
Stuff the boots up to the top with newspaper, plastic bags or anything that will fill them out and keep their shape.
Put an old pillow case over the tops of the boots so the soles are open to the air.
Pinch the tops of the boots with the clips on the hangers.
Your boots will be able to breathe and they won't get dusty. They'll hang in the closet.
i kept a tube made of cardboard in my tall boots to keep them from flopping over. When I had a huge closet the boots were suspended on the closet rod

Pool noodles make great boot stuffers. Cut long enough to keep the upper part of boot standing upright.
Roll up some old magazines and put them in the boots and stand them up in your closet. This will help them keep their shape.
I have seen people use rolled up cardboard or news paper in the leg section to keep them standing tall.

I use foam noodles- for swimming. You can buy them at Dollar Tree for 1 dollar each, stock up on them in the summer
Cut noodles to keep them straight and lay flat , slide under chest or dresser out of site.
I use a binder clip to hold together at the top and with an "S" hook hang the pair over the rod in a closet.
