Get a enclosed dog pen. They have the ones now with a pitch roof. Put chicken wire over the top to enclose. You can buy the tarp that is made for it. Or just buy a regular tarp to cover the top and maybe a of the sides.
Add some stepping stones to put a dog house on so they have shelter. Put hay and pet bed inside. Add mulch in a corner for potting area. Put a couple tree stumps or limbs to scratch on and for climbing.
Keep trying to rehome them unless you are able to take them into your house often or let them outside the cattery. A cattery is never large enough to keep all cats in for the rest of their lives. Cats are naturally roaming animals which means they have a large territory, not shut in a small area.
