It is messy but not terribly difficult to remove unless it is painted over. Scrape it off and we’ll cheer you on!
Lightly spray ceiling with a hand held water bottle. Use a wide drywall tool to scrape the ceiling and hold a light weight trash can or dust pan under the tool to catch the popcorn as it falls. It’s messy but goes pretty fast.

I would think you could cover it with sheets of dry wall....but anyway you look at it, it will be work. Who ever thought "popcorn" was a cleaver design idea should get poked in the eye.
I was told that is it has not been painted over it will easily scrape off.
