Years ago we covered wood paneling with wallpaper, now the wallpaper is drying up and we do not know if we can remove it or paint over it.

Best Way to Remove Wallpaper
You can fill a spray bottle with water, and get a wallpaper "tiger". It is a small rolling tool with tiny blades that punch holes in the old wallpaper. Just roll the tiger all over the wallpaper to punch lots of little holes, then spray the water all over the surface of the paper. Wait a few minutes for the water to soak into the holes and loosen the glue behind the wallpaper, then carefully peel the old wallpaper off. If you are lucky, it will come off in big sheets. If it does not come off in sheets, you may have to use a scraper to remove parts of it. After all the wallpaper is gone, use a large sponge with clean water to wipe off any remaining glue or residue.
You rent a steamer and scoring tool. Score the walls till your arms want to fall off and then score some more. The more holes there are the more steam gets in, the easier to remove. Here are some links!

A heat gun work best, or spray the wallpaper with fabric softener and get it wet an let soak a minute and peel it off, you may have to scrape stubborn wallpaper or re soak some areas, but it works great!
Hi Louise. I purchased a wall paper scorer, Diff (wall paper remover), and a scrapper. I score the wall paper and then spray with the Diff and scrap off. I work in small areas so the wall paper I spray stays wet. It is messy so you will want to cover the floor. After I have it all off I wipe the walls down with dish soap and water. Make sure all of the glue is removed otherwise the paint won't stick.
