Buy Command stick on fasteners. They come in various sizes and allow for vRious weights. They stretch to remove without any trace of having been there!

Too bad...makes your life hard! You can always prop pictures on tables. Get an old ladder and use as shelving for height. Tall furniture, such as high headboard and drape flowers, use art that sticks to walls w/o leaving residue when removed, a hutch with glass doors to display. Don't go out and buy new furniture but try to build from what you have. I believe you can do it just get keep on thinking and send pics. Good luck!
If you cannot get relief to allow you to attach to the wall and you have no room for additional or taller shelves and your storage issue is books... Time to find another place to live or rent a storage unit for the books. Command hooks will not hold enough weight for books or anything but a very small pegboard.
This is one of those cases where a virtual 3D rendering of your apartment would be invaluable. Once one gets to look around, the unused corners or inefficient use of space becomes obvious. A pity that you don't have one of those. You just need a fresh set of eyes.
