Storm windows? But more importantly did they or whoever installed Windows use expandable insulation for orsome kind of insulation. It could be that you feel a draft because it was not done properly. You may have to remove casing and fill the gaps you see and then reinstall casing. Not the end of the world and it will help keep home cool in the summer as well since AC won't leak out.
  • To me it sounds like they were not properly installed. If you have a warranty, use it. I would call the place you purchased the windows from as well as the installer. It breaks my heart every time I see a question like this. So sorry this happened to you!

You could also use a good pair of thermal window curtains to help.
Also insulate your electrical plugs they also allow cold air into the room, they have kits for insulating. http://www.truevalue.com/product/Outlet-Sealers-6-Pk-/8159.uts?keyword=insulation%20for%20outlets
An easy way to see if the new windows were installed properly would be to call your electric company and see if they do any energy audit using a thermal camera. It will show where the air is getting in.

We added bubble wrap to most our windows! We leave a strip where we can look out if needed, but having 95% of the window covered has helped! It lets in light but no cold.

I agree with Naomie. They were not installed properly. There should be some kind of warranty. You should not have this problem and the installers need to to correct it. I have installed many replacement windows and never was there a problem.

If you have a life time warranty, check with the manufacturer, and let them know you have drafts. You shouldn't have to do any work on the windows, you paid to have them replaced, and they should have been done properly. Call your local Better Business Bureau, and ,Consumer Affairs. Also these windows may be defected, and in time if their not sealed properly, your going to get moisture between the window.

If you don't want to put a window film on, then I suggest that you buy heavy blockout drapes. They not only block the sun, but many block the air.

This is really unpleasant situation. I had the similar one with my parents at their home. Windows were installed incorrectly and there also was cold air from them. I found professional company in Dallas, they have eliminated all the shortcomings. Installers are really professionals! Here is their website https://windowreplacementusa.com/tx/dallas/ you can read reviews from clients. So I can advise you to look for good workers and not save money on this.
