Checked Amazon to see what you are talking about. There are several choices under 7 watts showing in-stock and shipped by Amazon Prime. I would expect to have them in 2-3 days. The 7 watt restriction is because of heat and the additional light output from a 2 watt LED should be nothing but benefit. In addition I saw several 5 watt incandescent choices and an 8 watt which I hardly think would cause a problem. Wherever you have been looking it has not been Amazon.
Wallmart
Are you certain you have the correct numbers? I have a lamp with 6 lights in it. Looked all over no could find. I took the light bulb in to Walmart and it ended up I was using the wrong bulb number. This looks like a Christmas bulb, or a night light bulb. It is a 15 Watt, 120 Volt. When I have to get odd light bulbs, I keep the card it came on, label it as to where it belongs, and tape it to the inside door of my kitchen cabinet. This is a C7, Candle Wax Warmer, candelabra base UPC# 81131 08031. Now, when you find that this will match what you need, SAVE THE CARD AND TAPE IT ON THE INSIDE KITCHEN CUPBOARD. I thought mine was a 12 but ended up 120. Let me know if this works. s.wiese@CenturyTel.net
question ? are you able to replace the socket and power cord. Since it is now more or less required to have led or halogen bulbs you make find that is a workable solution. Just an idea. good luck
Bummer. Guess your reference to Canadian Tire should have given me a clue. Looked at amazon.ca and there are a few choices. Much more expensive than US unfortunately.
Since your original was a 7 watt incandescent this won't make too much heat but will be much brighter, if that's okay:

Just go with the 10W. The extra 3W will not be noticeable in both cost or brightness.
