I would think the glue would need to be removed by wetting and scrubbing or dry sanding them smooth. The paint in a house that old would need to be removed by professionals because of lead paint that is very dangerous if inhaled, especially by children, it is very toxic.

Probably plaster on the walls behind the paper. Repairing plaster can be very difficult. Sure you want to remove the paper? Repainting would be much easier.

Hi Liz, we lived in an old house. The walls in the living room, had been wallpaperd. We wont'ed to remove it, as it had started to come away. Once we removed the wallpaper, we were in for a surprise. The wall's underneath, had been painted, with a lime green paint. It was a nightmare! We had to wash the walls, and rince them off, many times, as the lime paint just keped coming back. I hope you don't find this, when you remove the walpaper. We sanded the walls and put an undercoat/primer on becouse of the lime pant. Good luck Kay Adelaide Australia 😎
