You can paint over wallpaper just using a regular wall paint. I do not think you would need a primer but using a primer first would not hurt anything. However--it is always better to remove wall paper rather than to paint over it. When you paint over wall paper it makes it that much harder to remove later when you want to make another change. I have redone a few older houses with layers of wallpaper and paint that had to be removed--it was a very tough job!

Yes, you can. Make sure the grasscloth is in good condition and the edges glued down. I would use a satin finish, not a high gloss paint and YES, use a primer. If you paint over grass-cloth and then want to remove the grass-cloth later, you'll have a really difficult time doing so.
Take the wall paper down. You (of a future owner) will have a very difficult time taking this down later if you paint over it.
