Why does my cold water handle leak every time I turn on my hot water?

You most likely are using up the hot water and it is trying to keep up with the use it is getting, but it is not able to keep up heating the water.

I think your secondary coil has gone. Or the tank isn't large enough on it.
Your water heater must be small enough that after a certain period of running the hot water, it runs out and needs time to reheat new water in it. You might consider buying a new and larger water heater or cut down on how long you run the hot water so you do not always run out.
