Look at the back of a package of seeds in the store. There should be a zone colored map of the USA on it. Locate your location and the chart will tell you the zone where you are and should tell you when okay to plant.
Many zones are also divided into letter sections also, with slightly different planting times. An example would be my state is divided into 4A and 4B with one being slightly earlier than the other. Look up planting zones online and you should be able to find out exactly which one you are in.
Call your local extension service and ask them.
