It looks like a nice piece of furniture. I would get some doilies . the cloth that goes under dishes. Some crochet? White? Not to cover the shelf itself . just to sit under each dish to match the new paint too.
Sounds like someone painted latex over oil-based paint, hence the sticky. I would give it a light sand and then prime with a good adhesion bonding primer like Gripper by Glidden, Zinseer 123 or Peel & Stop. Then repaint it.
Gentle sand and then Undercoat and then Topcoat....

The sanding suggestions are correct. I always paint my black furniture with SEM automotive trim paint. I had an armoire I painted 15 years ago. I decided to sell it, so I needed to touch up the chips and scratches. The SEM spray paint I bought was 15 years newer and matched the old paint perfectly. You couldn't tell the hutch has been touched up over a decade later. So....there was no need to repaint the huge piece of furniture again.
The advantages to this paint is, you can put coat after coat on at about 15+ minute intervals. Here in California, I'd finish painting a large furniture piece and it would be dry enough to start all over with a new coat right away.
You should be able to do a grey dry brushing over it but I'd try it on a section in the back of the hutch first. The SEM in industructable, durable and easy to touch up. It takes days off my black projects. All my black picture frames are in this paint.
Here's the headboard I did 10 years ago. It was originally beige with baby blue accent paint and red satin inserts. It looked like it came from a bordello. It's extremely old. My husband used pieces from the footboard to extend the small headboard to king size.
The dresser I did two years ago. It was just a quick two coat job to match the headboard and night stands to make the room look coordinated when we put the house up for sale. Once we're relocated, I'll repaint the chips on the face from my husband banging the front with his belt buckles and sand the top smooth, repaint then seal it.

Hi Vicki, I would recommend sanding also. I like to use chalk paint. Annie Sloan's is a little costly. Rustoleum have come out with an aerosol as well as paint that can be applied with a brush. The products sold in the US are much cheaper than those in Canada. They generally take one coat to cover. Ordinarily, you wouldn't have to sand with a chalk paint finish but if the hutch is sticky, it's a must. Then, you have to apply a wax to seal the project. Annie Sloan and Rustoleum both have gorgeous colour palettes. If you're adventurous, there are all kinds of DIY chalk paint recipes too. Best of luck!
You are very welcome. I buy my paint on line because it's cheaper than my local automotive paint store. It'll still be around $10 a can but it's well worth the money. They're tall spray cans.
