If you install fencing in your yard and it meets local codes, you don't have to ask permission. I'm not understanding why you would unless you are installing something on their fence. In which case you either need to ask or you will have to establish containment in your yard, not theirs.

Interesting! Works the same as coyote rollers. I would call and chat with them about installation options. I would think your neighbors would be ok with it as there are many people who do not like cats in their yard. Certainly worth it to keep them in your yard and the predators out. Just watch for hawks, owls or flying prey.
Make a totally enclosed kitten room. There are lots of ideas with with instructions and pics online.
Thinking about this too but that won't keep the raccoons out when my fruit trees have mature fruit. Also neighbor cats are cutting through my property on a regular basis and I would like my cats to have no fear in their yard.

There are some cute, but expensive, cat containers/play yards you can put on a patio or porch to allow your darlings to get some fresh air and sunshine. Look on Amazon.
I am a cat lover myself and would never again have an outside cat because of the horrible experience we had when the cat got fleas right before Christmas. What a mess having her dipped - made her sick - as well as having to turn of the furnace and bomb TWICE.
