I am so sorry you’re dealing with this! I have a serious barker too but I don’t leave him outside all day. You’ve lived with this long enough.
Those dogs are lacking attention. That is why they bark. They need to be taken for walks daily. Tell the people if they don't start taking care of the dogs you will call authorities. Or start playing with them yourself. Are the neighbors friendly?
Maybe check on your town's noise ordinance? That might be considered nuisance noise for the police to deal with.
I feel for you. You say there are ordinances. If you have talked to the neighbors with no results after so long it's time to get the authorities involved. Don't hose the dogs or do anything that may be against the law. The light you talk about, I would change it to a motion sensing light. Any movement at night will turn it on. Maybe your neighbors will get the message.

Move and find quiet surroundings, that maybe why the previous owners moved, not worth wasting you life over this, the neighbors will not change.
Then I would report them to animal control. They deserve a better life then that. Good luck. I feel sorry for the dogs.
Use a dog whistle - only the dogs will here it - and they don't like it.
Ask the Neighbors nicely you need to have a talk, then tell them your concerns about the dogs barking. If they arent receptive that it's bothering you, and obviously the dogs are unhappy. You don't want to take the aggressive approach to start with. This will only start problems with your neighbors. You don't want that. But if they don't remedy the problem after talking it out / or trying to. Get ahold of the Athorities. Because it sounds to me like a case of neglect of the dogs.
Part of the responsibility of being a pet owner is treating animals right. If a dog is barking excessively, something is wrong. The animal is hungry, cold, lonely, afraid, etc., in other words, they are not being cared for properly by the owner.
If the dog's barking is disturbing you for unreasonable durations, or during the night, then there are bylaws to protect your privacy. Contact your municipality, or go on their website to learn what the noise by-law indicates regarding pet owners needing to take responsibility for their pets behavior. Talk to a by-law enforcement officer. They should be able to instruct you as to what you need to do, and what they can do about fining the owner for infraction of the noise by-law.
