Unless you can pull it off, I don't think you can, it will have sunk into the brick. You could try using a brillo pad to see if that does the trick though......
You could try using a wire brush ( or a drill with a wire brush) and there are sandpaper wheels made for use with a drill... but it just may take a lot of persistence and elbow grease
Since this is a latex spill. Try warm water soaked sponge and keep blotting the area, make certain to rinse/ring the sponge after every blotting.
I was able to scrub off dried on paint and glue from pavers using Goof Off.
do not use brill pads on faux brick...Try Citristrip a safe non-toxic paint remover
