Make sure it's clean, dry, and level. Use thinset cement and a grooved trowel. Lay the tile. Grout the tile when dry.

I just laid tiles in my kitchen on a concrete floor..You can buy a big bag of tile glue that you mix with water and it has a rubbery affect so tiles wont crack once you place them on the concrete..It can be used indoors and out..Just ask at a place that sells tiles,
My front porch has tile over brick. I wouldn't recommend doing this. Wet tile is extremely slippery and anyone going in or out has to be very aware of their footing or risk a fall. If I could take the tile off of my porch I would.
