It will take an acid to remove the smell.... They use tomato juice on dogs and it might work on the tires too... there are now commercial products to remove skunk smell...
Try this! I have (luckily) not had to use this for a bit. Last time I had a problem, I was out in the middle of nowhere and used dish soap and vinegar.

You can try the solution I use to bath my dogs when they have been out hunting and get sprayed. Equal parts of Dawn liquid soap, hyrdogen peroxide baking soda and water.
Its the oil in the skunks spray that makes that nasty scent linger. Good luck!
Look up the uses of peroxide. Just read an article that said it can remove odors, but don’t remember what they used it with.
Try what my cousin, a dog groomer uses on dogs that are heavily "skunked". Mix Masengil Douche with a little less water than they call for and a watering can. Mix in watering can and apply onto your tire! Let sit for 15 minutes then rinse well. If necessary, redo one more time. Good Luck!
Pile on the tomato juice and scrub.
tomato juice a HUGE hoax, don't be bothered. Labs and skunks don't mix.
Have you tried using Coca-Cola?
I would try using vinegar
There must be a solution for this. This one usually can destroy all types of smells or rust. I was really surprised by it since I was using lots of different expensive sprays when I could have used this thing. Of course, the solutions are countless and you have to find the one that works for you. You can find more information about this subject on https://pestcontrolhacks.com/how-to-get-rid-of-skunk-smell/ since I am assuming that the smell is terrible. I've never encountered this situation before, but I am sure that you will be able to solve with problem one way or another
