Just take some of your potatoes that have eyes on them and cut them up. Make sure there is plenty of potato attached to the eye. Then get a large pot, fill with dirt, and plant them with the eyes up. By the time spring has arrived you will have a good starter to plant in the ground. You can keep them in the house in a sunny spot, make sure they get plenty of water.

Also make sure they get a good dose of cold. In order to properly harvest there needs to be frost on the ground and the moon just right. Never ever harvest potatoes in the daylight. They'll likely turn poisonous. Check your farmers almanac.
