HOW LONG HAS IT BEEN DRYING?
In my opinion, yes. I am not in favor of all in one paints. Did you wash the walls first? How hot or cold is the room? Humidity level? All these factors can contribute to dry time and quality.

Yes, I did clean the walls first, just didn’t prime them. It’s dry in here, I have electric heat in the winter and ac in the summer. Its not humid at all.
Did you degrease the walls prior to painting? Was the paneling already painted, cause I am thinking somehow there was oil-based paint on the walls and you tried latex paint over it which can create a sticky mess. You would have needed to use a Primer like Zinseer B-I-N or 123.

Hate to break it to you but yes you needed a really good primer like Kilz first and then paint. The finish on panelling, cheap or otherwise, won't allow the paint to grab without it. Sigh.
