primer. like kiltz oil. Then 2 finish coats of my wall color. It may bubble some but will lay down under Kilts

It needs to be moistened and removed first, sorry deary, it will be better in the long run to remove it first.
Always best to remove it. The moisture in the paint can make it bubble and peel. If it can't be removed then painting is the only option. Prime with a good stain blocking primer like Kilz or Bin. Then paint your color.
