Root guards can be put down. However, you need a company that deals with that type of work to do it. It is not a DIY project.
Call in an arborist to see what can be done without compromising the tree.
you cannot kill tree roots, unless you do not want the trees
You can dig around the surface roots and cut them out. Shouldn't harm the tree.
I would call an arborist to look at it and make a recommendation. Make sure the person you call is certified.
