Any time you want. Falling dead fronds can cause serious injury. Where I live, people generally trim late summer to early fall as we get horrible Santa Ana winds wherein the flying fronds could hurt people and animals. Some are really cautious and will trim in the spring too. Here are some links.

I would think any time. As long as it's not in it's growing/ fruiting stage.
Any time of the year, but before Palm Sunday is best.
When pruning palms ,make sure it is done before the heat of the day not to add extra stress to the plant
