Yes, you can replace it. It's called a window stool / sill. HD has them, looks like a 3-1/2"
If you can't sand and repair, you will have to replace it. That said, you could cover it with a piece of plastic too.

You can do either repair or replace.
Depends on the depth and degree of damage....can it just be sanded down and painted to be a sucessful restoration?
If more significant damage than sanding and painting , it might be easier to replace than tediously try to fill every defect with filler perfectly especially tricky edges then to easily sand -paint or replace.
I think I'm going to try this option first. I'm going to use Bondo to build it back up. I've used Bondo on other wood projects with really good success..
After you fix the window sill get some chew toys for the dogs so they have their own toys to chew on.
