Kids usually love to dig. Start with a hole the shape of a pond liner and go from there.
Maybe put in an astro turf area the kids can play on. Add a swing set, jungle gym or kiddie pool on the far side away from Mom. or find a local community pool, park to visit daily.
Level it off. and lay some slabs outside in good spot to sit and add a few Large Pots with flowers in. That's a start........
.mulch can really dress up a yard, is really lightweight for children to handle and can help with weed control and moisture retention. I would ask the parents how much garden they want, map out accordingly and look for native plants/grasses to fill the space. I would also take the opportunity to plant larger shrubs/trees in the yard. Do the children need a play area? Incorporate that into your plans, mulch makes a nice soft base for the children to play on
