Years ago we covered wood paneling with wallpaper, now the wallpaper is drying up and we do not know if we can remove it or paint over it.

Spray debuted fabric softener, if it has no tears you may rough up a small spot, this is so easy
I use wallpaper remover and a scoring tool. (Walmart carries both). Go by the instructions and it's ez.
you can use vinegar diluted with water, I prefer using warm to hot water to speed the process
Or rent a wallpaper steamer, sometimes it's the only way

Half and half hot water and cheap fabric softener from dollar store. Soak several times by spraying or with rags, score if needed and resoak as needed. use scraper designed to keep yiu from gouging the walls. I was able to resharpen mine with knife sharpener. Protect floor with plastic and old towels as moisture reactivates old glue
Paint scraper
with a stream machine. From Home Depot. You can rent it by the day. Not much to rent. hold it on the wall and take a paint scraper and remove the spot you had steam on and keep doing it a spot at a time. It will peal right up. Good luck. I have done it. Or take a sponge with hot water and start putting hot water on with the sponge and let it stand for a few minutes and remove with a scraper. That’s how it done.
Wet and let it soak in and then use a scraper. or Use an Electric steamer.
