You can tear out old things whenever you want. Plant new ones in the spring after the soil has warmed up some
Hello. Are you getting rid of shrubs and replacing them? If so then I would wait to pull them out when the ground is thawed. It is a lot easy to get the roots out since the ground is very soft after the thaw. If you are just trimming or cutting back old growth from last season then you can do this pretty much at any time.
