The best way is to start them in potting soil, under good light or a window that gets lots of light all day, in a pottable container (like egg carton cups eggs nest in) or other paper cups. Put a plastic cover over them to hold in the moisture until they are a good 1 inch tall or more. Then remove the cover and continue to water them if the soil feels dry. I hope this helps. If they are hard to germinate, like some seeds such as corn etc, you can soak them all night in warm water before putting them in the starter kit.
I like reusing things like clear hinged trays from take out/deli foods and egg cartoons (clear if possible), can leave propped open for air circulation, spray mist to water. Bottom of plastic bottle with drainage holes in tray or cut up and reuse toilet paper and paper towel rolls - cut slots and fold under to hold potting soil, them can open later and transplant straight into the garden
We put our seeds inbetween damp paper towels and let they sprout.
im lucky that a green house supply company is 20 min away. i can raid the bargain bin section for my seedling trays.. they tend to be stronger and deeper than what is in the stores.

I will be starting my seedlings during the coming week. I like to place a paper napkin on a plate or tray, spread my seeds and then lightly water to get the seeds to sprout. Then I place them in individual peat pods, water and place on racks. As the seedlings start growing, I take care to turn them daily so they become sturdy plants which will be ready for planting when the warmer weather arrives .
