what fertilizer was used with the seed
It is way too early, check with your Ag Extension, as your last frost date is generally middle of April or thereabouts. Typically I do not "fertilize" as it can burn the tender new seedlings. What type of grass are you trying to plant?
You may need to lay down sod if your ground is totally ill-suited for growing anything. Like Bonnie said, check with your extension agent for the best type. It also says that you shouldn't fertilize new sprouts as it will burn them. Wait until they are well extablished.
I live in Kansas so I don't know about grasses there, but one that grows phenominally in Kansas is Bermuda. It grows with runners that travel under the soil and are easy to take a small stem and transplant. It grows so well you have to hold it back as it can take over flower gardens.
I just searched and it will grow in North Carolina! The types of turf grasses that can be grown in southeastern NC are called warm season grasses, and include bermuda, centipede, zoysia, and St. Augustine. These grasses grow from spring through fall, going dormant and turning brown during the winter.
make a flower bed, dig it up add some top soil, plant some flowers
