Hi Ernie,
There are two types of hydrangeas. One blooms on new wood and the other blooms on old wood. When you prune your plant and it uses old wood to flower, you are cutting off all the buds that are forming. So it's best to know which type you have. In general, you can prune after they bloom. However, there is one called Endless Summer that blooms on both old and new wood. It is recommended to prune that one at the end of August if necessary but be careful not to cut of the buds from the new wood. It is also recommended not to prune Endless Summer unless absolutely necessary. Wishing you the best.

You can prune most plants when they are in their dormant stage. You can always check with a gardening center. Home Depot is always there to help,or Lowes.
Early Spring, before the plant wastes energy sending life to those long scraggy tips. Leave about six inches above the ground.
