It would not be a great idea to install a new floor over a substrate that is coming apart. Your new floor will bond to something that is falling apart.
Your New peel and stick would be applied to existing tiles - not the wood subfloor so if those original tiles lift it’s going to take your new tiles with it. A possibility would be to lay another subfloor on top of what you have, screw it down then start fresh. Pros: faster, easier. Cons: it affects molding, outlet spacing - if your new subfloor is 1/4 inch that means that much if your molding would be covered or removed etc. You can find products on the market to loosen glue to remove those existing tiles but you can’t get away from the labor required.
