The key to a smooth, even finish on your ceramic kitchen tile is a good primer. Choose an epoxy or urethane bonding primer to provide an ideal surface for the paint to adhere to. An epoxy formula usually is the best option because it offers the most durability, and you can top it with any type of paint.
I guess it depends on what you are using the tiles for. Acrylic paint works on tile. Make sure the tiles are clean and print free.(body oil) There are several types of base coating you can use but I don't use anything. After the tiles are dry (cured) you can seal them with Acrylic sealer. There is even a sealer safe for hot coffee cups. Check out U-tube videos on 'how to paint ceramic tiles.
