Cut wood to make a frame for what? Picture Frame?
Most frames are wood or wood trim the corners are done with a miter box and saw. The joints get wavey metal clip to hold them together you bridge the 2 pieces with it and tap it in place, depending on how beefy the frame is it might take 2 clippies In each corner.
Sorry , interrupted there are tools to keep the frames squared up while you are working on them
