What needs repairing? There is fabric glue, but it depends what the issue is.
E6000 glue. Use paper clips, clothes pins, or spring clips to hold the hem until the glue dries. Also contact cement would work. Coat both sides with the glue, wait till tacky to the touch, line them up and put together. Once they make contact they cannot be moved. A lot of shoe repair shops used contact cement.
