I have not had any problem with birds causing damage in my garden and we have all kinds of birds up to crows and hawks. I put down cayenne pepper powder and shredded Irish spring soap around everything once plants are planted and seeds sown. The pepper will need to be renewed fairly frequently, especially if it rains, the soap, not so much. Once the plants were bigger, especially the green beans and corn, they weren't tender anymore and I didn't really have a problem until the chipmunks started chewing on the green beans. I found a hole about a foot from the green bean patch and set a mouse trap baited with peanut butter right by the hole. The next morning it was tripped and the hole had been destroyed and never had a problem with my green beans the rest of the season.
Low fencing for rabbits and netting for birds.
You can make the frame out of PVC pipe for the netting and wrap small mesh fencing around the bottom edge to make movable boxes to protect your garden beds.
