Is there anyway to wallpaper over paneling?
Paneling was put up in the 70s. I've painted over it many times and don't want the paint to keep building up. A friend told me I could wallpaper over it. Do they make materials to accommodate paneling? If so, please let me know how to hang wallpaper over panels.

Yes, but it is a big job because you have to put woodfiller in the grooves and then sand it smooth. Why not just paint it? My whole house is painted paneling, I saw it on television with Joanna Gaines - it is very trendy right now. Use a good primer and then paint, if you go this route.
Yes, it is a way to hang wallcovering over paneling. In my 42 years of installing wallcovering, I have done this numerous times. It is time consuming!

The groves need to be filled with latex caulking, scraping off the excess with a putty knife, after filling groves with caulk, paneling needs a coat of good primer. Then a good quality heavy duty liner paper has to be hung horizontally over the paneling. After the liner paper, you must prime the liner paper. Let it dry for 48 hours, then you can install wallcovering.

Most professionals will tell you that if the grooves in your paneling are 1/4" deep or more, you need to first hide them by filling them with caulk
Yes! fill the grooves in first. Although that was done in my kitchen and I can still see the groves from a certain angle. If I were to tackle your issue, I'd put up thin wallboard, leaving the paneling underneath for insulation.

Don't use caulk to fill the grooves. Remains soft and flexible. Fill the grooves using no shrink drywall patching compound. Just put enough to fill the grooves. Let dry overnight. next day ue a damp sponge to smooth the patch. Then either wallpaper or paint. Since the paneling is painted no prep is needed to wallpaper.
