Make a box out the styro to fit over the window frame. I used a tacky glue to glue fabric over it and added fringe. Easy to do and didn't take much time, but it's messy to cut the styro.
For the front width of the valance, measure to the outside of your window trim. You can make the length whatever is appealing to you. Add sides cut to the length of the front and whatever depth you choose. Then just add a top piece. You can use glue and floral pins to hold your pieces together. Then cover the styrofoam with the material of your choice and hang on brackets. I've also used heavy cardboard to make a valance covering it with batting and fabric and then stapling to the outside of the window frame.
Measure the length and width you want. Put the Styrofoam together, ends on length. Glue with either white glue or tacky glue. Cover it with batting and wrap it with your material.
