Hire some kid to weed your garden. If you can't afford to do that consider trading something for someone's help. We traded a used 10 speed bicycle to a guy to plant 3 shrubs.

Have your Someone spread a lot of small rocks and gravel all around the outside of the house for one foot out. This will help protect your foundation, keep wood that might carry termites away from the house, and aid in drainage. From one foot out, have the mulch layed double thick, with the old mulch raked into the underlying soil. Have Someone mulch twice as often, such as once each season. If you plant any annuals, consider doing so in pots and wide trays. Then you won’t have to dig up the soil twice a year, and you can still have all the flowers you can manage. Very best wishes ☺️

After raking out your garden beds in the springtime after the snow melts (if you live in snow area), sprinkle Preen in your beds before things start popping through the soil. It kills weed seeds but won't harm your plants.

Put thick layers of newspaper down and wet them good, then put your mulch over that. I've had very good luck doing this.

You can put down a sheet off plastic or newspapers under the mulch and just cut holes for wateR around the roots. The newspaper does a good job of keeping weeds down and in about five yrs turnsinto good dirt. Another option is to do the same gravel and use flower pots instead of planting.
