I am not sure I understand your question. Are you asking if you can use Command Hooks on a popcorn ceiling? My guess would be NO. nothing sticks to popcorn ceilings. If it is for hanging plants, definitely NOT. Plants can get very heavy and Command Hook may not bear the weight.
I concur with Danielle. You can't even touch popcorn ceiling without it crumbling. Just use a screw in hook and make sure it gets into the joist.

I would not suggest using this on a popcorn ceiling. Use a hook into a stud in the ceiling.
Command Hooks are great but MUST be on a smooth, clean surface.
No, they need a fairly smooth surface to grip.
