Hi Laura. I recommend that you first prime and paint the wall. Your local home improvement store will have masonry primer and paint. They should have several colors to choose from. I believe that alone will improve the look of the wall. Then install plants. If there is space to plant in front of the wall, plant something that will climb up the wall. If there is no space for that, then put some plants on top of the wall that will vine down. I hope these ideas will help you. You have a beautiful pool.
Is that concrete block? I love those outside walls painted a bright color like lime green, cobalt blue, violet..... sometimes they stucco the wall first, and sometimes the stucco is tinted with pigments..... https://www.google.com/search?q=pictures+of+exterior+block+walls+painted+bright+colors&client=opera&hs=R97&tbm=isch&tbo=u&source=univ&sa=X&ved=0ahUKEwjQrqaxx73ZAhWs5YMKHYJSDosQsAQIKA&biw=1326&bih=631
I agree some vines or something blooming like morning glories or mandevillias would look good.
Depends a lot upon your climate. Make sure to check with a grower about what survives around a pool in your area. Pool chemicals can be hard on your plants or even kill them depending upon what methods you use.
You could do plants on a trellis, or large weatherproof art (maybe metal) mounted on it. You could mount hooks on it for hanging towels, etc. Have fun!
Get some colorful pots and plant some purple fountain grass in them. Line them up along the wall. They grow really fast and big, even in a pot.
