Use citristrip to remove the paint, clean and re-paint with a exterior cement paint or stain
Hello. I would try pressure washing the cement to get the old paint off. Then maybe try a concrete stain instead of paint. Good Luck!
Stain it instead. That will just fade over time. First you have to remove whatever is on there now and acid wash and let it dry before applying stain.
Pressure washing should do the trick. you may have to spend a bit of time on it though.
You need to clean off the area really well and think about putting down epoxy paint which is generally used for garage floors and takes moisture well.
Pressure wash and apply a paint made for that application.
